Why Target the Egypt Tender Market?

  • Largest Arab Economy: Egypt has the largest population in the Arab world (110+ million) and a growing GDP, driving massive government spending on infrastructure, housing, energy and healthcare.
  • Modern Procurement Law (Law 182/2018): Egypt operates under Public Contracts Law No. 182 of 2018 and its Executive Regulations, which modernized the procurement framework, introducing digital procedures, multiple contracting methods and MEAT (Most Economically Advantageous Tender) evaluation . This law has been internationally praised by the BRICS New Development Bank for aligning with global best practices .
  • New Electronic Public Procurement Platform (Coming Soon): The Egyptian government is finalizing a national electronic procurement platform expected to simplify procedures, enhance transparency and improve accessibility for investors . Once operational, this will be the central gateway for all government tenders.
  • Major Infrastructure & Housing Projects: The New Urban Communities Authority (NUCA) is driving billions in construction tenders for new cities (New Administrative Capital, New Alamein, New Mansoura), affordable housing and urban development.
  • Healthcare Transformation & UPA: The Unified Procurement Authority (UPA - هيئة الشراء الموحد), established in 2019, manages all public healthcare procurement. It recently launched the MediQ system and a new UPA digital portal for pharmaceuticals, medical devices and supplies . New tripartite contracting rules under MoF Circular 94/2025 now govern all UPA procurements .
  • Energy & Oil & Gas Sector: The Egyptian Electricity Holding Company (EEHC) and Petrojet/EGPC regularly issue large scale tenders for power generation, transmission, renewable energy and petroleum projects.
  • Suez Canal Economic Zone (SCZone): The Suez Canal Authority and SCZone offer unique procurement opportunities in logistics, port development and industrial zone infrastructure.
  • Wheat & Agricultural Procurement (Mostakbal Misr): Egypt is the world's largest wheat importer. A new agency, Mostakbal Misr ("Future of Egypt"), now handles procurement through both tenders and direct private contracts with deferred payment terms, diversifying suppliers (Russia, France, Romania, Ukraine, Kazakhstan) .
  • International & UN Tenders: Multiple UN agencies operate in Egypt (UNDP, UNICEF, WHO, WFP, UNHCR), issuing regular tenders for goods, services and infrastructure. Use UNGM filters to identify opportunities by "Beneficiary country or territory" (Egypt) .
  • Foreign Supplier Participation Allowed: Foreign suppliers may participate in public tenders and submit prices in foreign currency, which is converted using the Central Bank's rate on the technical opening date. Foreign companies typically need to establish a branch or local entity in Egypt for contracting .

Egypt is a strategic member of all three regions we serve:

Recent Legal Updates in Egyptian Procurement (2024-2025)

Stay informed about key regulatory changes affecting tenders in Egypt:

  • BRICS Recognition of Egypt's Procurement System (August 2025): The New Development Bank (NDB) praised Egypt's Public Procurement Law No. 182/2018 for aligning with international best practices. The report confirmed that Egypt's provisions and procedures could be applied to bank funded development projects . This international endorsement signals a reliable, transparent system for foreign bidders.
  • Electronic Public Procurement Platform "Near Completion" (August 2025): Finance Minister Ahmed Kouchouk announced that the national electronic platform for public procurement (بوابة التعاقدات العامة) is close to completion. Once operational, it will simplify procedures, enhance transparency and improve investor access. It was "halfway through" as of August 2025 [citation:7] and has recently seen active searches (7.8K/month for "بوابة التعاقدات العامة") . This is the most critical upcoming change for bidders.
  • UPA Circular No. 94 of 2025 (New Tripartite Contracting Model - November 2025): Effective 1 July 2025, all public healthcare procurements must go through a tripartite agreement between the UPA, the requesting public entity (e.g., a hospital) and the supplier. Under this model, the UPA issues purchase orders and maintains oversight, while the requesting entity pays the supplier directly. The UPA also charges fees to the requesting entity .
  • UPA New Digital Portal for Health Procurement (December 2025): The Unified Procurement Authority launched a unified digital portal integrating its services, including the national Unified Electronic Procurement System (MediQ). The portal supports localization of medical manufacturing and expansion of exports to African markets in coordination with the Africa CDC .
  • Mostakbal Misr Transition from Tenders to Private Purchases (2025): Egypt's wheat procurement agency, Mostakbal Misr, has shifted from slow public tenders to a more flexible, commercial model using ad hoc private purchases with deferred payment. While faster, it has created financing challenges, with unresolved payments for certain cargoes. Bidders should monitor this agency's evolving financial reliability .

How to Bid on Egyptian Tenders (Step by Step)

Based on Law 182/2018 and current eprocurement developments :

  • Step 1: Find Tender Opportunities:- Browse our platform for active مناقصات (tenders) in Egypt. Use keywords like "مناقصات حكومية" or "GAGS tenders". Search all live tenders here.
  • Step 2: Identify the Procurement Method:- Determine if the opportunity is a Public Tender (مناقصة عامة), Limited Tender (مناقصة محدودة), General/Limited Practice (ممارسة عامة/محدودة) or Two-Stage Tender (مناقصة مرحلتين). Each has different procedures .
  • Step 3: Obtain the Tender Documents (كراسة الشروط):- Download the Kurrāsat al-Shurūṭ (tender documents package). This includes legal conditions, technical specs and bidding forms. May require payment (e.g., EGP 299-999 depending on value).
  • Step 4: Ensure Legal Compliance:- Foreign bidders must be aware that they can submit prices in foreign currency, but typically need to establish a local branch or entity for contract execution. [citation:6]
  • Step 5: Prepare Your Bid (عطاء):- Prepare technical and financial proposals according to the tender documents. Ensure your bid includes the required تأمين ابتدائي (bid bond) - typically 1-2% of the bid value in the form of a bank guarantee or insurance certificate.
  • Step 6: Submit Your Bid Before Deadline:- Currently, submission is often physical at the relevant authority's headquarters. However, with the new eprocurement platform expected soon, digital submission will become the standard . Plan accordingly.
  • Step 7: Bid Evaluation & Award:- Tenders are evaluated based on technical compliance, past performance, delivery capability and financial standing. Awards are made either to the lowest compliant offer or the Most Economically Advantageous Tender (MEAT) under a points based system .
  • Step 8: Award Notification & Contract Signing (ترسية المناقصة):- Successful bidders receive an award notification. The contract is then signed and the final guarantee (تأمين نهائي) must be submitted.

Frequently Asked Questions (FAQs)

What are the most common terms for tenders in Egypt?

The most common term is "مناقصة" (Munāqasah) for singular and "مناقصات" (Munāqasāt) for plural. Government procurement is officially referred to as "التعاقدات العامة" (Al-Ta'āqudāt al-'Āmmah) or "المشتريات الحكومية" (Al-Mushtarayāt al-Hukūmiyyah). The official e-portal being launched is "بوابة التعاقدات العامة" (Public Procurement Portal), which already receives 7.8K monthly searches . When searching, use "مناقصات حكومية" (government tenders), "مناقصات مصر" (Egypt tenders) or "كراسة الشروط" (tender documents). Contact us for help with Arabic terminology.

What is Law 182 of 2018 and why is it important?

Public Contracts Law No. 182 of 2018 is Egypt's unified public procurement law. It replaced Law 89/1998 and establishes the modern framework for contracting by public bodies . Key features include: multiple procurement methods (public tender, limited tender, two stage tender, general/limited practice, direct agreement); transparency and competition principles; digital procedures (leading to the new ePlatform); MEAT (Most Economically Advantageous Tender) evaluation awarding on quality + price; and mechanisms for challenging procurement decisions. The law has been internationally recognized by the BRICS New Development Bank for aligning with global best practices .

Can international companies bid on Egyptian government tenders?

Yes (نعم). Foreign suppliers may participate in public tenders and submit prices in foreign currency, which is converted using the Central Bank of Egypt's exchange rate on the technical opening date . However, foreign companies typically need to establish a branch or local entity in Egypt for contracting and performance purposes. For certain large international tenders, joint ventures with Egyptian partners are encouraged. The new e-procurement platform aims to further simplify access for international bidders . Development partner funded tenders (World Bank, AfDB, EU) are particularly friendly to international bidders.

How do I access the new Egyptian e-procurement platform?

The national electronic public procurement platform (بوابة التعاقدات العامة) is a major initiative by the Ministry of Finance, announced as "near completion" in August 2025 by Finance Minister Ahmed Kouchouk . As of mid 2025, it was "halfway through" development [citation:7]. However, the domain etenders.gov.eg is already active and receiving significant traffic (57.3K visits monthly), ranking #1 for "بوابة التعاقدات العامة" with 8.2K monthly visits from that keyword alone . The platform is likely in a testing or phased rollout stage. Bidders should monitor it closely. Register on TendersArabia to receive alerts when the new platform accepts live bids.

What is the UPA (Unified Procurement Authority) and how do I find its tenders?

The Unified Procurement Authority (UPA - هيئة الشراء الموحد), established in 2019, manages all public procurement for the healthcare sector in Egypt, including pharmaceuticals, medical devices and supplies . It operates the Unified Electronic Procurement System (MediQ). To find UPA tenders: Search for "هيئة الشراء الموحد مناقصات" or "UPA tenders Egypt" on our platform. Note that Circular No. 94 of 2025 introduced a new tripartite contracting model effective July 1, 2025, where UPA, the requesting public entity (hospital) and the supplier sign a three party agreement . Premium users can set up daily alerts for UPA tenders.

What is Mostakbal Misr and how is it changing wheat procurement?

Mostakbal Misr ("Future of Egypt") is a new military linked agency created in late 2024 to handle Egypt's massive wheat imports (12-13 MMT annually) . Unlike the traditional GASC which used slow public tenders, Mostakbal Misr uses a flexible commercial model with ad hoc private purchases and deferred payment terms. By late 2025
