Pre-Feasibility Assessment for Commercial Mariculture Development in Yemen
A. BackgroundThe International Finance Corporation (IFC), a member of the World Bank Group, supports private sector development in emerging and fragile markets through investment, advisory services, and upstream market creation activities.Yemen-s prolonged conflict has significantly disrupted economic activity, food systems, and private sector investment. At the same time, the country possesses extensive coastal resources along the Red Sea and the Gulf of Aden that may offer suitable conditions for marine mariculture development. This sector has the potential to contribute to food security, employment generation, and export-oriented economic activity in coastal regions. Several countries in the wider Red Sea and Middle East region have successfully developed mariculture industries based on marine cage farming systems and export-oriented seafood value chains.Despite these regional developments, the commercial viability of mariculture in Yemen remains largely untested. Key uncertainties exist regarding environmental suitability, infrastructure availability, logistics, input supply chains, regulatory conditions, operational security, commercial and investment risks.A Mariculture Prefeasibility Study conducted in Djibouti will be provided as a reference analytical framework. The Yemen study will draw on relevant methodological insights from that work where appropriate but will conduct independent analysis tailored to Yemen-s environmental, logistical, regulatory, and security context.All work under this assignment will be limited to coastal areas under the control of the internationally recognized Government of Yemen and must comply with applicable international sanctions and fiduciary requirements.B.
